Project Overview
UNCDF was working for clean energy intervention through their project CleanStart. The project provided subsidized loans to Financial Institutions (FI) that worked with the beneficiaries coming from different Disadvantaged Groups (DAG). The objective was to see if subsidized loans impact the lives, livelihood, and health of the families who received the loans. While the normal interest rate was 16%, UNCDF worked with FIs who served marginalized groups and provided loans at 8%. UNCDF topped off the other 8% of the interest. The project provided subsidized loans for solar power replacing kerosene lamps, smoke-free wood fire ovens, and biogas.
Methodology
Rooster Logic managed the entire project for three years. We implemented a continuous monitoring system to track the impact of clean energy loans provided to the DAG in 25 districts. The purpose of the project was to measure the impact on the person from the initial period when the person applied for the loan, then after a month, and then after a year to see how the impact progressed.
We coordinated with four different FIs and their partners. We engaged the loan officers and branch managers to use technology in data collection. A random sampling of 5000 was selected from approximately 150,000 beneficiaries. The initial interview was conducted three times - when the beneficiary applied for the loan, one month after the loan was taken, and one year after the loan was taken. The collected data was cleaned, tabulated, and analyzed to measure the beneficiaries for three years.
Rooster Logic worked on the longitudinal data for three years and created an agile self-learning process to adapt and run the project. We created the methods and measured the Theory of Change (TOC) from the start till the end. It was not one single research but comparative research spanning for a longer time.
