Overview
After the formation of the second Constituent Assembly (CA), the anxiety among the general public was high. The public was apprehensive about the protracted process of constitution writing also affecting local development efforts. The assembly members were themselves anxious about how they could face the problems and questions of the people due to the extended process in constitution formation.
International IDEA proposed a program to bring the people and their elected representatives closer to each other to increase the level of trust between the two. The increased trust between the leaders and the people would help in both constitution-making and development efforts. Using the random sampling method, a research questionnaire was designed to get responses from the people regarding the performance of the CA members and gauge their perceptions.
Methodology
Rooster Logic partnered with International IDEA for the process of data collection and management. REMO, an application with an android phone on the front end, was used to conduct surveys. The sample size for a statistically relevant national survey is 8048 interviews. This number is based upon a minimum of 30 samples in each of Nepal’s 240 constituencies plus additional interviews according to the proportion of the population in each constituency, plus ten percent (10%) to cover non-response errors. Interviewees in each constituency included women, Dalit, Janajatis, Madhesis, Muslims, and other marginalized groups with their proportion of the national and/or local population. The participants were asked about their perception of the elected representatives, grievances on constitution-making, local development efforts, etc.
Our research and technical expertise enabled Rooster Logic to conduct a nationwide survey in a short amount of time with a statistically relevant sample size.
