Endline Evaluation of “Haushala” Initiative of LEAD Program by Care Nepal

Overview
Haushala is a project that seeks to empower the girls in and out of school from Dalit and marginalized communities of Rupandehi and Kapilvastu Districts in Nepal and is implemented by CARE. The main objective behind the project is to empower and support marginalized adolescent girls by providing access to accelerated learning, financial and skill building programs . These programs help the girls to pursue opportunities and realize their aspirations. The client wanted an independent evaluation in the Rupandehi and Kapilvastu region after the project intervention and partnered with Rooster Logic for this evaluation.
Methodology
Over 500 girls from the first and second cohort of Udaan were sampled as respondents for the endline evaluation. Udaan is Haushala’s program name as given by the local implementing partner. The knowledge, attitude, and perception after the project implementation in various aspects like education, empowerment, equality, managing finance, and parents’ and schools’ performance were the parameters for data collection. 255 girls each from the first and second cohorts were interviewed and surveyed along with 255 parents. Qualitative data collection from teachers, schools, and cooperatives ensured in-depth insight generation through triangulation of the project data.
The network of Sukarmis available through Rooster Logic was a great asset in the project. As Nepali is not the majority language in the region, the availability of Awadhi-speaking local enumerators through the network of Sukarmis eased the data collection process. An all-female team well versed in data collection, safeguarding, and handling sensitive situations was tasked with the fieldwork.
Rooster Logic developed a complete research solution for the project from the start till the end. We were involved in sample formation, screening, and selection. After the collection of data, SPSS was used to analyze it with the aid of an experienced statistician and data analysts. Insights were derived after triangulating information from qualitative, quantitative, and secondary sources. The research team was led by an expert in the field of girl education from a pool of experts available with us. We not only analyzed the information collected but also measured the actual statistically significant impact and provided expert opinions on the future of the project. The availability of an expert pool, wide-ranging Sukarmi network, and technological expertise at Rooster Logic made this large-scale project a valuable one for the client.
