Overview

The British Red Cross (BRC) is implementing the Sustainable Urban Resilience and Engagement Program (SURE) in 7 municipalities of Nepal. The objectives of SURE are to make municipal governments' Disaster Risk Management (DRM) responsive and to engage and strengthen citizens. Better positioned NRCS results in municipalities that are better able to respond to multi-hazard risks. 

The BRC is working in the municipalities with their wards, champion groups like single women, youth, people with disability, regional and district chapters of Red Cross. This collaboration generates a substantial amount of information. Rooster Logic became the learning partner for this project and reviewed key literature concerning the program. 

Methodology

Rooster Logic held several rounds of weekly meetings, analyzed the M&E framework, prepared questionnaires for staff surveys, and developed the framework for KIIs. We conducted the KIIs with different stakeholders and refined the methodology for delivering the learning products with the SURE Management team. 

To measure the changes that the program activities are contributing, we collected both quantitative and qualitative data from primary and secondary sources on an ongoing basis. These data points were crucial to understand and track trends, perception, progress, and the real-life impacts of the program and its activities. 

Rooster Logic was able to provide a range of facilities and services to BRC. We used the network of Sukarmi for data collection with REMO, provided data management services, and a panel of experts. 

We were able to contribute the following to the project - 

  • Collecting evidence, analysis, and making recommendations from the literature review that include M&E framework and Log Frame, DFID quarterly report, Baseline Reports, Urban Learning forum Presentation, Target group approach, After Action Review, Inception Report, TOC diagram, and workshop report, TOC Story, Municipal Government Summary, Dissemination Strategy, Sustainability Strategy, Risk Register, etc 
  • KII with Stakeholders

We documented the learnings and produced a summary for external audiences. We also facilitated the internal review meetings of BRC and NRCS. 

  • Provide key insights and developments

We worked with multiple stakeholders to document the learnings. These stakeholders included grass root level people and municipal leaders like mayors, ward officials, district chapters, etc.
